Enma Ai is the Jigoku Shouji (Girl from hell) and is the main character of the series. She tend to wear a black and red trimmed school uniform except when she is ‘working’ when she wears a black kimono with colored flowers (looks a little different in the second series).
She receives request for vengeance through a website which can only be accessed at exactly midnight and only by those who truly was revenge. After getting a request she gives the person a doll with a red string indicating that by pulling the string a contract is agreed to take the target of revenge to hell in exchange for that person going to hell when they die. Enma is assisted by three people Ichimoku Ren, Hone Onna and Wanyuudou.
Each of these assistants can turn into the dolls she gives to the persons requesting revenge. During the first series it is always Wanyuudou that turns into the doll but in the second series it varies between the three of them. She has some strange link to the girl called Tsugumi resulting in what she is seeing being transmitted to her sometimes. Enma has a tragic history that turned her into the hell girl revealed in the later episodes of the series.
Enma appears to have some very strong powers creating complex illusions, teleporting people and in some rare cases fire large bolts of dark energy. Her most powerful ability is to send people to hell, however she only ever uses this when she has a confirmed request from someone.

Hone Onna is a beautiful woman who assists Enma Ai, normally dressing in a kimono. When someone is seeking revenge she often goes into disguise to find information about the person or target often feeling very emotional about the decisions of the people.
Her feminine charms means she has little problem getting information or assistance from people. Like the other two assistants, she can turn into a doll when required. It is not until the second season that she is actually used as the doll given out for a revenge contract. As a female attraction in the anime she is perhaps largely upstaged by Enma.
Prior to someone being sent to hell she, along with Enma and the other assistants, take part in scaring and punishing the person, sometimes trying to get them to confess there sins. To this end she sometimes makes herself turn bony making a scary apparition to a person
Hajime Shibata is a journalist by profession with a single daughter called Tsugumi. After first investigating the Jigoku Shouji out of interest he becomes almost obsessed with her. He disagrees with the morality of her actions in taking out people’s revenge for them but Tsugumi is not so sure that her actions are all bad.
Tsugumi link to Enma allows him to find the people requesting revenge and try and convince them against making the contract. However in most cases people still carry out there revenge despite his requests. While always tailing Enma he can never actually see her nor does he notice any of her assistants.
His wife died in the car crash and he is left bringing up his daughter on his own. He feels a lot of guilt for the nature of how she died which becomes a major part of the plot later in the series. Hajime is a charming person finding it easy to get information from people he meets investigating people surrounding a revenge.
Tsugumi Shibata is a young girl with brown hair and eyes. Hajime is her father and her mother died in a car crash. She is quite and independent girl, probally something that came about having grown up with her father always being very devoted to his work.
She has a strange connection to Enma meaning that she can sometimes see what Enma sees. This allows her to find out when someone is going to make a request for revenge. Along with Hajime they go to people seeking revenge and try and find out about the Jigoku Shouji and try and convince them not to send the person to hell.
Tsugumi is wrestling with doubt about whether is right or wrong that Enma provides this channel for revenge. In some cases the person receiving revenge is truly evil and deserves it but sometimes it is a little less clear cut. She misses her mother very much not having a strong woman figure in her life.
When she makes a connection to Enma she goes into a strange trance, her pupils shrinking and repeating the words that Enma is saying. This sometimes surprises people if it happens in public but in many cases it occurs when she is with her father who looks after her.

Aceasta nu este văzută exact în serie, în afara unei siluete în spatele unui ecran din hârtie. Stă în camera ei şi ocazional vorbeşte cu Ai şi îi dă sfaturi. Un singur om a văzut-o pe bunica lui Ai, fugind apoi speriat, sugerând că bunica lui Ai nu era o fiinţă umană.
Păianjenul
Acesta este un păianjen cu o coloraţie ciudată, ce posedă trei ochi pe abdomen. Vorbeşte cu vocea unui bărbat şi pare să fie superiorul lui Ai, fiind cel care îi dă sentinţa după ce îi omoară pe oamenii din satul ei. Susţine că are sufletele celor dragi lui Ai şi îi ţine ostatici; în caz că Ai nu va îndeplini fiecare sarcină care îi este dată acestea vor rătăcii în întuneric pentru eternitate. Păianjenul nu este plăcut de asistenţii lui Ai, cu care nu obişnuieste să vorbească. În ultimul episod al celei de-a doua serii, Wanyūdō îl identifica pe păianjen ca fiind Stăpânul Iadului.
Kikuri
O fetiţă mică şi enigmatică introdusă în sezonul doi, episodul al treilea. Puţine se ştiu despre ea, pe lângă faptul că nu este o fiinţă umană, aceasta având abilitatea de a vizita şi lumea oamenilor şi lumea în care traieşte Ai, câteodată interacţionând cu ea şi cu treburile asistenţilor ei. Apariţia ei este adesea acompaniată de o melodie asemenea cântecelor de leagăn. Spre deosebire de Ai, Kikuri are ochii albaştrii şi o personalitate de departe mai copilăroasă decât a lui Ai. A declarat că îi place de Ai, dar puterile ei cauzează prea multă suferinţă şi frică.
Tsugumi Shibata
Fiica lui Hajime, care îl menţionează adesea ca "Hajime-chan". A văzut-o pe Ai odată şi de atunci există o conexiune misterioasă între ele. Prima dată raportează tot ceea ce vede lui Hajime, dar pe parcursul seriei, dezaprobă tot mai mult opiniile tatălui ei, chiar dacă Ai ar trebui într-adevăr oprită.
Takuma Kurebayashi
Takuma este un băieţel liniştit care locuieşte în Lovely Hills. Este neînţeles şi adesea bruscat de ceilalţi locuitori care cred că el este "Copilul Diavolului", la fel ca Ai în satul ei. Prima dată când a apărut, mama lui a fost omorâtă de un prieten de-al tatălui lui, care a fost de asemenea rănit în accident. Cand ucigaşul era aproape de punctul de a-l omorî pe Takuma, acesta a fost trimis în Iad, dar oamenii au început să creadă că Takuma e ucigaşul. Nu este specificat dacă posedă aceleaşi puteri ca Ai. În final, Ai îl salvează de oamenii din oraş dar sfârşeşte cu moartea ei.
